The project aims to reorganize the existing Meiji Park situated in front of Hakata railway station, c prefecture. The space will be transformed into a citizens’ oasis. We will create a distinctive park that is appropriate to the prestigious nature of the site, being adjacent to the main gateway into Kyushu. The project takes advantage of Park-PFI (Private Finance Initiative).

The area surrounding the existing park is currently undergoing redevelopment via the City’s ‘Hakata Connected’ policy of updating urban functionality. Work includes reconstruction of private buildings, expansion of pedestrian walkways around the station, extension of the Nanakuma Subway Line, and redevelopment of Hakata Ekimae-dori (Hakata Station Street). Results will give ambulant circulation a vigorous new three-dimensionality and will improve the overall user experience.

Our plan echoes the landscaping priorities, and gives Meiji Park a new three-dimensionality. Pedestrian movement will become dynamic. Floating three-dimensional walkways will present a new outline to the park, composed of gentle slopes. They will also connect ground level to the second and third floors of a new building containing spaces for occupation, tenants to be selected from publicly offered bids. All walkways will be barrier-free, flowlines welcoming all users, giving the park a sense of cohesion. Widths will fluctuate, opening up piazzas in the air to accommodate strolling, lingering, exercising, viewing plants, or watching events in the park. Walkways will function as extended eaves, outlining the park, but also protecting visitors below from sun and rain, thus functioning as comfort adjusters.

The four-story tenant building will be adjacent to a subway ventilation tower, facing into the plaza. Its organic elevation will reduce any sense of intimidation over the surroundings. Hoped-for tenants include restaurants and wellness facilities. Overall, a diversity of activity will match the architecture, the park itself, and the surrounding streets. Attractive outdoor zones, not just the three-dimensional walkways, but also rooftop gardens and the monumental staircase extending from the street axis, will generate a plurality of purposes. The tenant building will be an informational transmission center and a base for exchange.

However, the landscaping will be the park’s main feature. The current park is laid out with camphor trees, and ginkos which are sacred to Hakata’s famous Kushida Shrine. A terraced garden also has Japanese summer oranges. Further vegetation, appropriate to the region’s natural environment will be introduced, forming a green oasis with a distinctive and dignified appearance suited to the City of Hakata. A system fostering engagement and collaboration between city administration, community and business groups, and private citizens will be implemented.

Since ancient times, Hakata’s local traditions have emerged from its streets. Examples are seen in Toyotomi Hideyoshi’s late 16th century city layout, and festivals such as the Hakata Dontaku and Hakata Gion Yamagasa. These constitute historical contexts that our project inherits. The proposed landmark park will spread new promenades further into the city, with fascinating urban spaces bringing together buildings, city, park and streets, into a shared three-dimensional realm.
